Private Sector Housing Renewal Policy
The Policy
This policy sets out Vale Royal Borough Council's grants policies and seeks to reflect the initiatives encompassed in the Council's Housing Strategy 2004 - 2007.
It recognises the principle that, in the main, owners should be responsible for the upkeep and repair of their own properties, however, it also accepts that there are some groups where assistance will be necessary.
The main priorities within the policy are to target assistance in order to reduce the number of unfit dwellings within the Borough, to work towards achieving the Decent Homes Standard, to achieve energy efficiency targets, and to allow vulnerable, elderly or disadvantaged occupiers to remain in their own homes.

Policy Development
This policy was adopted on 26 June 2003 to take effect from 18 July 2003. The first review of this policy was undertaken in August 2004. An interim review was carried out in April 2006.

Any major revisions to the policy will be subject to a further consultation and publicity process but minor revisions will be at the discretion of the Director of Social and Community Services.
This policy was formally adopted by the Council on 26 June 2003. Public notice has been was duly posted in two local newspapers.
The review undertaken in August 2004 was submitted to Management Team for approval in October 2004.
